In conjunction with the Kroger Company, the City of Cincinnati, and the Emery Center Corporation, Mansur orchestrated a total ground up redevelopment resulting in 62 residential units, and arts offices, retail and interior parking  Formerly the Ohio College of Applied Science ('OCAS') Building, joined with the historic Emery Theatre this 1920's structure was completed in 2001 for $10 million.
